SSH Access is available on 2nd Tier plans and higher only. At the time of this article, that is the Cloud Enhanced plan or equivalent.
If you're a VPS customer, you have full root access.
cPanel customers will have to request SSH access via support ticket. LiPanel customers will have SSH available by default under Dev -> Terminal
